Well that would be unfair, now wouldn't it. If the monsters have only melee attacks then only the first 2 monsters of the first group can attack. If they can throw spells (or breathe), then they can attack from any position. Note that if a monster group other than the first glows, it means that they have a non-melee option (they do not necessarily exercise that option each time they glow, but the fact that they glow when not in the front should give you a heads up that they CAN attack from their current position).
